Objective: Build community support for a new freestanding emergency department and secure a zoning framework allowing the use in Pompano Beach.
Challenge: Overcome organized neighborhood opposition and a 6-1 Planning and Zoning Board recommendation for denial.

Chelsea Road helped turn a technical zoning fight into a community conversation about emergency care, neighborhood impacts, and how both could coexist. Through targeted grassroots organizing, direct resident engagement, and responsive messaging, we helped create the public support necessary to move the issue from a 6-1 advisory board rejection to City Commission approval.
